Tagging transactions is a new feature for QuickBooks Online US. The system is rolling out this feature to new companies all the time and hoping to turn on tags for everyone soon. For other regions, we can use the class tracking feature to classify transactions.

will the regions outside USA also get the TAGGING feature?

At this time, there isn’t a specific time frame as to when this feature is available. It is always our aim to develop relevant features that came from QuickBooks users or customer's feedback.
