Here's how:

1. Go to the Gear icon.
2. Select Payroll Settings.
3. Choose Taxes.
4. Click on States taxes.

This doesn't seem to be available in QuickBooks Online payroll core.  I have access to all tax rates other than L&I and need to update it for 2021
