So, I tried migrating the license as per your instructions. However, the option "Move Quickbooks to another computer" is not available. Do you have any suggestions on how to resolve this or a work around? I have already created a backup. Just need to know where to go from here.

correct, we are upgrading our computers & the new ones will be using Windows 11. i need to transfer/move Quickbooks over to the new computer.

You just need to uninstall QB on your old notebook and reinstall it on the new notebook.

So just uninstall on the old computer & reinstall on the new one, will transfer the license to the new one for use?

Once the installation is complete, your QB program will try to reactivate your license automatically.
