Primary admin cannot delete a user: "Try deleting the user again. There was an issue." Maybe related, if Edit any user, User Role shows pulsing-four-green-dot busy icon.

The primary admin is leaving the organization. He made me the primary admin, and I cannot delete his user account. The error message was not helpful at all.
