The old interface allowed drag and drop of a rule in the list. This option doesn't seem to be available now.
The drag-and-drop feature to sort bank rule priorities is no longer available, sedge. You can only reorder them to change their priority by clicking the dropdown arrow.
QuickBooks Online now applies rules based on the order of their creation. Since rearranging by dragging them to your desired order is unattainable, I recommend submitting a request to our developers. They might consider reintroducing this functionality in future updates.

As a workaround, you may remove existing rules and recreate them in your preferred sequence, beginning with the one you wish to have the highest priority. Alternatively, go to the Apps menu within your QuickBooks Online account or check these Popular apps to look for a third-party app that offers the feature to prioritise banking rules.
Once set, review recognised transactions by any bank rule to ensure the accuracy of its application.
