IRS Form 943 for Agricultural Businesses is now supported in QuickBooks Online Payroll

Now customers who set up with one form can switch to the other form!

As of June 21, 2022, all new U.S. users of QuickBooks Online Payroll Core, Premium, and Elite, both in the standalone version and with accounting turned on, have the option to select IRS Form 943 as their Federal payroll tax form when setting up payroll!  

 As of April 2023, all U.S. users of QuickBooks Online Payroll Core, Premium, and Elite, both in the standalone version and with accounting turned on, have the option to select IRS Form 943 as their Federal payroll tax form, either when setting up payroll for the first time, or from the Payroll Settings area if they had previously selected another form and need to change it to Form 943.

 

What is Form 943?

Form 943 is the IRS “Employer’s Annual Federal Tax Return for Agricultural Employees.” It reports similar information as Forms 941 and 944 do for businesses who do not have employees engaged in agriculture.

Who can choose Form 943?

All users of QuickBooks Online Payroll Core, Premium, and Elite can select Form 943, either during their initial payroll setup, or from Payroll Settings for those companies who have been using Online Payroll prior to this form being available. Companies who choose to move from QuickBooks Desktop Payroll to QuickBooks Online Payroll will also have the ability to select Form 943.

 

What to Expect

  • Both the Federal Tax step during Payroll Setup, and the Federal Tax area of Payroll Settings will include Form 943 in the form dropdown selection.943 - Selecting Form 942.png

     

  • We have updated the name of the payroll tax payment to reflect Form 943.  The tax payment is now called “Federal Taxes (941/943/944).” This update is to the name of the payment only, so that folks know that all Federal tax payments are included. This payment name is visible to all payroll subscribers and no action is required by anyone above and beyond usual payroll tasks.
  • The tax form itself will appear in the Payroll Tax Center either once the IRS has released the 2023 version (AutoTax Off), or after Intuit has filed the form (AutoTax On).

If you switch to Form 943 during the year:

  • Users may select an effective date of either 2023 or 2024. Unfortunately, we are not able to create Form 943 for tax year 2022 for any company that didn’t already have this form selected in QuickBooks during that year.
  • Upon saving, QuickBooks will prompt the user to “Sign tax authorization forms” after being asked some identity verification questions. This will enable electronic payments and filings of taxes, including Form 943.
         > If E-Services is already active for the company, this step simply obtains the updated authorization form giving Intuit the ability to file Form 943 on the company’s behalf. There will be no interruption in electronic payments or filings.
         > After signing, all current and former authorization forms will be viewable.
         > If a user elects to not complete this step, a ToDo will be added to the Payroll Overview page.
  • Changing the form to 943 does not change the Automated Taxes and Forms setting in QuickBooks. Users can also update the Automated Payments and Filings option in Payroll Settings to allow Intuit to pay and file taxes for the company.

Frequently Asked Questions

 

Are all of the usual payroll features in QuickBooks Online Payroll also available to businesses who file Form 943?

  • Yes! All the great features of Online Payroll are available to companies who choose Form 943: AutoPayroll, QuickBooks Workforce Employee Portal, etc.

 

Can Form 943 be filed electronically using QuickBooks Online Payroll?

  • Yes!  Form 943 is supported whether you choose to have Intuit QuickBooks handle your tax payments and filings, or whether you prefer to handle those yourself.

 

What if a company needs to file a combination of both Form 943 and Form 941 or 944?

  • We can only generate and file one Federal Tax Form with the IRS per company.  Therefore, companies who need to file a combination of 943 and 941/944 are not supported.

Will existing Online Payroll subscribers be able to switch their current form choice to 943?

  • Yes. Go to the gear icon, then "Payroll setting", then "Federal tax" and select "edit" to choose the form you need. You can select an effective date of either 2023 or 2024. Unfortunately, we are not able to create Form 943 for tax year 2022 for any company that didn’t already have this form selected in QuickBooks during that year.

 

Can I file 943's for prior years from QuickBooks Online Payroll?

  • No.  The first Form 943 that will be available in QuickBooks is for the year 2022, which will be due at the end of January 2023. If the form setting in QuickBooks was changed to Form 943 in 2023, only tax year 2023 and future years are supported.

 

How do I handle H2A Visa employees?

  • Taxes:  H2A Visa employees are not subject to the same taxes as other employees.  Employees can be marked as exempt from most federal and state taxes during setup or by selecting the employee then selecting to edit the "Tax Withholding."
  • ITINs:  The IRS allows H2A Visa employees to work using only an ITIN.  However, the Social Security Administration and many states will reject W2 filings that use ITINs.  All H2A Visa employees are permitted to obtain a Social Security Number.  Businesses with H2A Visa employees should have their employees obtain Social Security Numbers to use for payroll.  This will ensure the customer's W2s are accepted by all agencies when filed.
  • Foreign addresses are not supported. The Social Security Administration will reject W2s that use a foreign address. If an employee does not reside in the United States when working, use the business’ address for the employee and then forward the copy of their W2 to them, when available.
  • The Department of Labor’s "Hours Offered" requirement on paystubs is accomplished by entering “Hours Offered” and the number of hours in the memo line of the H2A Visa employees when creating paychecks.

 

How do I set up a pay type for non-cash/commodity wages?

  • Due to the special tax needs of these types of payments, non-cash wages are not supported at this time.  We are working on adding a pay type for this in the future. 

 

What about state agricultural forms?

  • The only state that has specific agricultural forms is Oregon (Forms OR-WA and STT-A). These Oregon forms are optional. Oregon will accept quarterly Forms OR-OQ and OR STT-1 from agricultural companies and these are the forms we support. If you prefer to file the annual OR-WA and OR-STT-A forms, you'll need to turn off automate taxes and forms and file these forms manually. If there is another form you believe your state requires for reporting payroll information for agricultural employees, please submit feedback from the ? icon in QuickBooks and we will look into the request.
